Recycling most metals has been going on for a long time because it makes economic sense. This is not necessarily true for paper and plastic, Reducing the use of a lot of things would be economic, but not fun for many people, so they continue to buy stuff they don't need and then expect others to pay for the costs or recycling or disposal.

New York state has a bounty on anything with fizz, and all water bottles. So most of our aluminum cans get returned for the deposit.

This percentage is not that amazing. There are many people who count on taking metal scraps of any sort to recycling center/scrap yard to make a few bucks. I am willing to bet the percentage will fluctuate with amount of worth for scrap.
