If they come off easily, I put them in paper recycling. Otherwise, they stay on...unless I'm repurposing the glass jar/bottle/whatever.

If possible and easily done I try to remove labels. Some of the labels may be able to be recycled in another form.

That is what I do. Even the ones that are glued on, I soak those in my dishwater as I wash dishes. After an hour, the label easily scraps off.
