Wasn't it due to exxon mobile oil spill?

That is a completely different issue. On a yearly basis, dead zones caused by the over-use of agricultural fetilizers create algae blooms, which deprive the water of oxygen, causing marine life to either die or abandon the area until oxygen returns.
