if it can't be recycled where does the plastic end up?

In the landfill I guess -
landfills & unfortunately, into the ocean(s)... Between Cali & Hawaii there's a floating garbage dump bigger than the size of Texas mostly comprised of plastic. Also a floating dump is in the Atlantic, but smaller in size. You can Google it and see aerial views of the mess.

Apparently a lot is lost commercial fishing gear, nets etc. Sometimes container ships lose whole containers. Often some ships intentionally dump their garbage in the ocean. But most probably is litter (intentional or unintentional) that escapes the landfill & washes down storm drains into ocean via rivers.
